House Joint Resolutions 2 and 3 propose investing portions of the Land Grant Fund for Public Safety and the Severance Tax Fund for Public Safety into a comprehensive approach to addressing crime—funding local police departments, courts, public defenders, behavioral health services, and corrections facilities.
